Translating to Russian language

Hello, I want to translate the program "Gestinux" into Russian. I have a website directory of free software. These are the programs that are distributed under license gnu gpl, mit, bsd, and the like. My interest is not in the program, but in a kind of contribution to the development of such programs.
I can not promise that I can consistently maintain the project, but on request can help with the translation.
I'm having the following questions:
1) As I understood, to translate files "en_US.ini", "en_US_countries.txt", "en_US_util.ini" will not be enough, but still need some sort of way to add it to the program? or I incorrectly understood something? he process of adding more difficult.
2) The program is distributed without a database management system? Simply, there are people who will be interested in your program, but they will not be able to do to install and configure MySQL. There is no desire to do likewise Health Organizer. It provides the installation file with the database management system.
I would suggest the following option - I'll translate these three files and put them, for example, here. And you already use them. If you need to convert additional lines to the new versions, write and translate.
I am not a specialist in English, but I'll try to translate.
